The superpowers, the USA and the Soviet Union, threaten each other with increasingly powerful nuclear weapons. At any moment, the cold war could turn hot. In complete silence, safety measures are being taken in the event of a nuclear confrontation. Under high secrecy, the federal government and the state governments are constructing nuclear bomb-proof bunkers. These are intended to serve as alternative seats in wartime. From there, crisis management teams would initiate measures to protect the population. The alternate seat of the state government of North Rhine-Westphalia was built in the 1960s near a small village in the Eifel region. For almost 30 years, it had to be kept ready for operation at all times. Its existence and the exercises regularly conducted there were subject to strict confidentiality. The bunker has been privately owned by the Röhling family since 1997. In 2009, it was opened to the public as a documentation site. Since then, guided tours have been held regularly.
